Haryana Chief Minister, Sh. Nayab Singh Saini has initiated a campaign to make the state stray cattle-free while making several significant announcements for cow protection (Govansh Sanrakshan) and strengthening of gaushalas

Chief Minister, Sh. Nayab Singh Saini made these announcements at ‘Gau Seva Sammelan’ held in Panchkula today.

He announced a five-fold increase in the grant for fodder from Rs. 4 to Rs. 20 per cow per day, effective from August 1, 2024. Apart from this, he announced Rs. 25 per day for bulls and Rs. 10 per day for calves for fodder.

Immediate Cash Payment for Bringing Stray Cattle to Gaushalas

CM announced immediate cash payments of Rs. 600 per cow and Rs. 800 per bull for bringing stray cattle to  gaushalas. He also announced grant of Rs. 20 per day for calves, Rs. 30 per day for cows, and Rs. 40 per day for bulls for fodder.

Approval for Leasing Panchayat Land to Gaushalas to be granted directly from the Chief Minister’s Office

Sh. Nayab Singh Saini announced that under the Haryana Shamlat Land Amendment Rules 2023, any panchayat can lease its land for 20 years to establish gaushalas with government approval. So far, two gaushalas have been granted panchayat land under this rule. Approval, which was previously granted in the Cabinet meeting, will now be obtained directly from the Chief Minister’s office.

Gaushalas to Receive Rs. 1.25 Lakhs per e-Rickshaw Based on Capacity

He announced that there will be no stamp duty on land purchases for new gaushalas. No CLU or any other fees will be required for setting up new gaushalas, and no permission will be needed to install a tubewell. He also announced that gaushalas with 1,000 cows will get one e-rickshaw and those with more than 1,000 cows will get two e-rickshaws. For this, gaushalas will be given an  amount of  Rs. 1.25 lakhs per e-rickshaw . He stated that solar power plants have been installed in 331 of the 675 registered gaushalas in the state, and the remaining 344 will also have solar power plants installed. A 5 percent  subsidy will be provided by the Gau Seva Ayog  and 85 percent by HAREDA for solar power plants.

Veterinary Surgeons and VLDAs to visit Gaushalas

The Chief Minister announced that government veterinary surgeons will visit gaushalas with more than 3,000 cows while  government VLDAs will visit gaushalas with less than 3,000 cows once a week for cow check up and treatment. The state government has arranged for 70 mobile veterinary hospitals. These hospitals will be available one day  a week exclusively for the treatment, tagging, vaccination, and counting of cattle in gaushalas.

Farmers Keeping Indigenous (Desi) Cows to Receive Rs. 30,000 Annual Subsidy

He announced that farmers promoting natural farming by keeping indigenous (Desi) cows will receive an annual subsidy of Rs. 30,000 per cow. A committee of veterinarians, administrators, or municipal secretaries and representatives of gaushalas will verify the number of cows in gaushalas in each city. Whenever stray cattle are seen on the streets, gaushalas will be encouraged to catch them and the stray cattle will be monitored  through a RFID tag. No tax will be levied on the property of gaushalas.

Chief Minister Releases  grant to Gaushalas under Three Schemes

On this occasion, he released the first installment of Rs. 32.73 crores as fodder grant  for the financial year 2024-25 under the  Gaushala and Gosadan Vikas Yojana. He distributed checks of grant money under the scheme  to one gaushala each of  22 districts. Additionally, he released the third installment of Rs. 3.23 crores as fodder grant  for 51 gaushalas for the financial year 2023-24. He also released Rs. 29.36 lakhs to 42 registered gaushalas under the Besahara Govansh Punarvas Abhiyan .

Indigenous Cow’s Milk Beneficial in Preventing and Treating Diabetes and Heart Diseases

The Chief Minister said that cow’s milk is considered nectar. Scientific research has proven that the milk of indigenous cows, due to its A2 genetics, is extremely beneficial in preventing and treating diabetes and heart diseases. Cow’s milk is considered as beneficial as mother’s milk. Recognizing these scientific facts, we must understand the importance of indigenous cattle and take concrete steps for their protection and development to preserve our invaluable cow wealth.

Strict Laws Enacted by Central and State Governments for Cow Protection

He said that in our state, cows have been a primary source of livelihood for small and marginal farmers. Strict laws have been enacted by the central and state governments for cow protection. Under the “The Haryana Gauvansh Sanrakshan and Gausamvardhan Act, 2015,” there is a provision for imprisonment of up to 10 years and a fine of up to Rs. 1 lakh for cow slaughter. Those involved in cow smuggling can be imprisoned for up to 7 years, and the vehicle used will be confiscated, along with a fine of up to Rs. 70,000. In case of non-payment of the fine, there is an additional provision of imprisonment for up to one year. Additionally, a state-level special cow protection task force has been formed to prevent cow slaughter and cow smuggling. Cow meat testing labs have been established in Faridabad and Yamunanagar to ensure the conviction of offenders.

He said that besides legal provisions, it is also essential to reconnect the masses with the cow as before. For this, all cow devotees must run awareness campaigns. Non-governmental organizations can also play an effective role in this task. They should definitely seek their cooperation. He said that the present government has taken several steps for cow protection. The number of gaushalas in the state, which was 215 in 2014, has now increased to 675. Over the past 10 years, the government has provided a grant of Rs. 238 crores for fodder in these gaushalas. Additionally, Rs. 30 crores have been provided for constructing 388 sheds in gaushalas. He said that apart from gaushalas, cow sanctuaries have also been established to shelter cows. A cow sanctuary with a capacity of 3,000 cows has been built on 50 acres in village Nain, district Panipat. Another sanctuary with a capacity of 3,000 cows has been built in village Dhandur, district Hisar.

Rashtriya Gokul Mission Implemented for the Protection and Promotion of Indigenous Cows

The Chief Minister said that effective steps must be taken for the protection and promotion of indigenous cows to restore their  honor. In this direction, Prime Minister, Sh. Narendra Modi has implemented the Rashtriya Gokul Mission for the protection and promotion of indigenous cows. Under this mission, interest subsidies on bank loans taken for establishing dairies of 20 indigenous cows, such as Hariana, Sahiwal, Belahi, Tharparkar, and Gir, are provided. He said that under the Mini Dairy Scheme for indigenous cows, 50 percent subsidy on the purchase value of cows is given to livestock owners who set up dairy units with 3 and 5 indigenous cows for the protection and development of indigenous breeds and to promote cow conservation in the state. Under this scheme, more than Rs. 82.85 crores have been provided to 7,533 beneficiaries.

Four Cattle Conservation and Research Centres Near Completion

Sh. Nayab Singh Saini mentioned that four cattle conservation and research centres are nearing completion with an investment of Rs. 37 crores. These centres are being established in Keorak, district Kaithal, Lakaria, district Jhajjar, Uchani, district Karnal and Mahendragarh. He said that the Haryana Gauvansh Research Centre  has been established in Sukhdarshanpur (Panchkula) for research and development on Panchgavya-based products. He announced plans to build stray cattle hospitals in all districts of the state to treat stray cattle. He called upon all the gausevaks present to unite and work towards bringing stray cattle into gaushalas and making the state stray cattle-free. He assured that the government will leave no stone unturned in helping them.

Gita Manishi Swami Gyananand Ji Maharaj stated that the Panchgavya of Cows is Like Nectar

Gita Manishi Swami Gyananand Ji Maharaj, commended Chief Minister, Sh. Nayab Singh Saini for implementing such significant announcements for cow protection. He said that cow’s Panchgavya is like nectar, and the more it is used, the better our health will be. He said that the divine elements present in cow’s Panchgavya are also found in the divine cow Kamdhenu.

Haryana Animal Husbandry and Dairying Minister, Sh. Kanwar Pal said that the budget of Haryana Gau Seva Aayog has been increased from Rs. 40 crore to about Rs. 510 crore. It will be increased further if required. He said that we have to make the country a leading country in the world while maintaining our culture and values.

Haryana Vidhan Sabha  Speaker Sh Gian Chand Gupta said that in our society, cow has been given the status of mother. He said that cow is the basis of our life and it is our moral responsibility to serve and protect cows.

Urban Local Bodies Minister, Sh. Subhash Sudha called upon all cow devotees to ensure that no cow remains on the roads. Giving the example of the model gaushala of Hisar, he said that all the necessary facilities should be provided in all the gaushalas of the state.
