Big Breaking: Major Decision by Punjab Government

Chandigarh, February 14-
Further tightening noose around corruption, the Punjab government has directed the Deputy Commissioners (DCs), Sub Divisional Magistrates (SDMs), Senior Superintendent of Police (SSPs) and Station House Officers (SHOs) to check corruption in their respective areas else face action.
Disclosing this here today a spokesman of state government reiterated the unwavering commitment of the Punjab government to ensure full transparency, accountability and integrity in Public service delivery. As corrupt practices undermine public trust, weaken institutions and hinder national growth, so top priority must be accorded to check this menace. Punjab government has also directed that in order to ensure corruption free and citizen friendly governance, all the field officers should take stringent and effective steps.
Every officer is duty bound to ensure that people do not face any kind of harassment or demand of financial considerations while interacting with the Government officials at any level. Punjab Government has further directed that interaction of the public with the Government at all levels should be completely hassle free. Likewise, it has underlined that public work should be accomplished in minimum possible time in an efficient and polite manner.
The Punjab government has said that in order to make the officers even more responsive and accountable, feedback about each Deputy Commissioner, SSP, SDM, Tehsildar, Naib Tehsildar, SP, DSP, SHO and other field officers/officials will be taken not only from the general public but also from the MPs and MLAs, in the State. It further said that the feedback will organically lead to rewards and punishments for the officers. The state government has directed the officers to work harder to further ensure honest, responsive and efficient governancein the state.

ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਖਿਲਾਫ਼ ਸ਼ਿਕੰਜਾ ਹੋਰ ਕੱਸਦਿਆਂ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਅੱਜ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ, ਐਸ.ਡੀ.ਐਮਜ਼, ਐਸ.ਐਸ.ਪੀਜ਼ ਅਤੇ ਐਸ.ਐਚ.ਓਜ਼ ਨੂੰ ਆਪੋ-ਆਪਣੇ ਇਲਾਕਿਆਂ ਵਿੱਚ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਨੂੰ ਨੱਥ ਪਾਉਣ ਜਾਂ ਫਿਰ ਨਤੀਜੇ ਭੁਗਤਣ ਲਈ ਤਿਆਰ ਰਹਿਣ ਲਈ ਆਖਿਆ ਹੈ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਜਨਤਕ ਸੇਵਾਵਾਂ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਵਿੱਚ ਪਾਰਦਰਸ਼ਤਾ, ਜਵਾਬਦੇਹੀ ਅਤੇ ਇਮਾਨਦਾਰੀ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸੂਬਾ ਸਰਕਾਰ ਦੀ ਦ੍ਰਿੜ੍ਹ ਵਚਨਬੱਧਤਾ ਦੁਹਰਾਈ ਹੈ। ਸਰਕਾਰ ਨੇ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਭ੍ਰਿਸ਼ਟ ਕਾਰਵਾਈਆਂ ਨਾਲ ਲੋਕਾਂ ਦੇ ਭਰੋਸੇ ਨੂੰ ਢਾਹ ਲਗਦੀ ਹੈ ਅਤੇ ਸੰਸਥਾਵਾਂ ਕਮਜ਼ੋਰ ਹੋਣ ਦੇ ਨਾਲ-ਨਾਲ ਕੌਮੀ ਵਿਕਾਸ ਵਿੱਚ ਅੜਿੱਕੇ ਪੈਦਾ ਹੁੰਦੇ ਹਨ ਜਿਸ ਕਰਕੇ ਇਸ ਅਲਾਮਤ ਨੂੰ ਜੜ੍ਹੋਂ ਪੁੱਟ ਦੇਣਾ ਸਭ ਤੋਂ ਵੱਧ ਤਰਜੀਹ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਆਦੇਸ਼ ਦਿੱਤੇ ਕਿ ਭ੍ਰਿਸ਼ਟਾਚਾਰ ਮੁਕਤ ਅਤੇ ਨਾਗਰਿਕ ਕੇਂਦਰ ਸ਼ਾਸਨ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸਾਰੇ ਫੀਲਡ ਅਫਸਰਾਂ ਨੂੰ ਸਖ਼ਤ ਅਤੇ ਅਸਰਦਾਰ ਕਦਮ ਚੁੱਕਣੇ ਚਾਹੀਦੇ ਹਨ।
ਇਹ ਯਕੀਨੀ ਬਣਾਉਣਾ ਹਰੇਕ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ਬਣਦੀ ਹੈ ਕਿ ਲੋਕਾਂ ਨੂੰ ਕਿਸੇ ਵੀ ਪੱਧਰ ’ਤੇ ਸਰਕਾਰੀ ਕਰਮਚਾਰੀਆਂ ਕੋਲ ਜਾਣ ਮੌਕੇ ਪੈਸੇ ਦਾ ਲੈਣ-ਦੇਣ ਜਾਂ ਕੋਈ ਹੋਰ ਤਰ੍ਹਾਂ ਦੀ ਪ੍ਰੇਸ਼ਾਨੀ ਦਾ ਸਾਹਮਣਾ ਨਾ ਕਰਨਾ ਪਵੇ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਇਹ ਵੀ ਹੁਕਮ ਦਿੱਤੇ ਹਨ ਕਿ ਕੰਮਕਾਜ ਲਈ ਹਰੇਕ ਪੱਧਰ ’ਤੇ ਸਰਕਾਰ ਦਾ ਲੋਕਾਂ ਨਾਲ ਰਾਬਤਾ ਹੋਣ ਮੌਕੇ ਖੱਜਲ-ਖੁਆਰੀ ਲਈ ਕੋਈ ਥਾਂ ਨਾ ਹੋਵੇ। ਇਸੇ ਤਰ੍ਹਾਂ ਇਹ ਵੀ ਜ਼ਰੂਰੀ ਹੈ ਕਿ ਜਨਤਕ ਕਾਰਜਾਂ ਨੂੰ ਸ਼ਿਸ਼ਟਾਚਾਰੀ ਲਹਿਜ਼ੇ ਵਿੱਚ ਅਸਰਦਾਰ ਢੰਗ ਨਾਲ ਘੱਟੋ-ਘੱਟ ਸਮੇਂ ਵਿੱਚ ਪੂਰਾ ਕੀਤਾ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ।
ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਕਿਹਾ ਕਿ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਹੋਰ ਵਧੇਰੇ ਜੁਆਬਦੇਹ ਬਣਾਇਆ ਜਾਵੇਗਾ ਅਤੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ, ਐਸ.ਐਸ.ਪੀਜ਼, ਐਸ.ਡੀ.ਐਮਜ਼., ਤਹਿਸੀਲਦਾਰ, ਨਾਇਬ ਤਹਿਸੀਲਦਾਰ, ਐਸ.ਪੀਜ਼., ਡੀ.ਐਸ.ਪੀਜ਼, ਐਸ.ਐਚ.ਓਜ਼ ਅਤੇ ਹੋਰ ਫੀਲਡ ਅਧਿਕਾਰੀਆਂ/ਕਰਮਚਾਰੀਆਂ ਬਾਰੇ ਜਿੱਥੇ ਆਮ ਲੋਕਾਂ ਪਾਸੋਂ ਫੀਡਬੈਕ ਲਈ ਜਾਵੇਗੀ, ਉਥੇ ਹੀ ਸਬੰਧਤ ਸੰਸਦ ਮੈਂਬਰਾਂ ਅਤੇ ਵਿਧਾਇਕਾਂ ਪਾਸੋਂ ਵੀ ਫੀਡਬੈਕ ਲਈ ਜਾਇਆ ਕਰੇਗੀ। ਸਰਕਾਰ ਨੇ ਇਹ ਵੀ ਸਪੱਸ਼ਟ ਕੀਤਾ ਕਿ ਇਹ ਫੀਡਬੈਕ ਹੀ ਅਧਿਕਾਰੀਆਂ ਲਈ ਇਨਾਮ ਤੇ ਸਜ਼ਾ ਦਾ ਅਧਾਰ ਬਣੇਗੀ। ਸੂਬਾ ਸਰਕਾਰ ਨੇ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਆਪਣਾ ਕੰਮਕਾਜ ਹੋਰ ਵਧੇਰੇ ਇਮਾਨਦਾਰੀ, ਜ਼ਿੰਮੇਵਾਰਾਨਾ ਅਤੇ ਅਸਰਦਾਰ ਸ਼ਾਸਨ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸਮਰਪਿਤ ਭਾਵਨਾ ਅਤੇ ਤਨਦੇਹੀ ਨਾਲ ਡਿਊਟੀ ਨਿਭਾਉਣ ਦੇ ਆਦੇਸ਼ ਦਿੱਤੇ।
