Punjab News:Tinu and Kang urge Gadkari to speed up construction of Adampur flyover

Pawan Tinu raised the issue of the NH- 03 four-laning project , which has been stalled since 2016 , demanding approval of the DPR and early issuance of tenders.

To restart the long-stalled four-laning project of the Jalandhar-Hoshiarpur section of the Jalandhar-Hoshiarpur National Highway (NH- 03), Aam Aadmi Party’s Chief Spokesperson and Adampur constituency in-charge Pawan Tinu and Anandpur Sahib MP Malvinder Singh Kang met Union Minister for Road Transport and Highways Nitin Gadkari. The two leaders raised key issues related to the entire road corridor, including the Adampur flyover, with the Union Minister and demanded an early start to construction work.
Pawan Tinu drew the Union Minister’s attention to the Jalandhar-Hoshiarpur section of NH – 03 , stating that the four-laning project for this route has been pending for a long time. Since 2016 , commuters, motorists, and local residents traveling along this stretch have been facing heavy traffic jams, commute difficulties, and road safety risks.
He said that this route is a vital means of transportation between Jalandhar and Hoshiarpur, as well as a major road corridor connecting Punjab with Himachal Pradesh and Jammu and Kashmir. Consequently, its incompleteness is adversely affecting the general public, as well as business activities and religious tourism.
Pawan Tinu explained that the previous contract for this important road project was terminated through a D.O. dated July 29 , 2025. The primary reason for this was land ownership issues in Hoshiarpur and legal proceedings related to land acquisition. Consequently, the project’s construction could not proceed.
He stated that the central government has now taken steps to approve the re-tendering process for the 17,800 -kilometer stretch (from CH 11,400 to CH 29,200 ) in recognition of the need for this corridor . He expressed his gratitude to the Union Ministry of Road Transport and Highways for this.
Pawan Tinu stated that the Detailed Project Report (DPR) prepared by the Authority Engineer (AE) has been submitted to the Regional Office (RO), Chandigarh, through the Chief Engineer of Punjab. However , the proposal is currently pending approval at the RO, Chandigarh, due to some technical and administrative observations.
He urged Union Minister Nitin Gadkari to issue necessary instructions to the RO Chandigarh and the concerned officials of the Ministry of Road Transport and Highways (MoRTH) so that the pending observations can be resolved on priority basis as soon as possible.
He said that the speedy approval of the DPR and the initiation of the tender process will pave the way for the resumption of construction work on this crucial section of NH- 03 . This will provide relief to the people of the area from long-standing traffic problems.
Pawan Tinu said that the Jalandhar-Hoshiarpur NH- 03 is not only an important road for local residents , but also a major pilgrimage route. This highway carries a large number of pilgrims daily to major religious sites such as Mata Chintpurni , Jwala Ji , Baba Balak Nath, Takht Sri Kesgarh Sahib , and Anandpur Sahib.
He said that the four-laning of the road will provide safe and smooth travel for pilgrims as well as ordinary travelers. Additionally , traffic between Jalandhar , Hoshiarpur, and Himachal Pradesh will also improve.
Anandpur Sahib MP Malvinder Singh Kang also stressed the need for early completion of this road project to Union Road Transport Minister Nitin Gadkari. He said NH- 03 is a major route connecting important areas of Punjab to Himachal Pradesh and further to Jammu and Kashmir.
He demanded that the pending processes related to the project be completed expeditiously and the construction work be started soon , so that the people of the area, traders , travelers and devotees can get the benefit of this route .
Pawan Tinu and Malvinder Singh Kang demanded from the Union Minister that the pending technical and administrative objections related to the DPR should be resolved soon and it should be approved and after this the tender process should be taken forward.
Both leaders said that the resumption of this project would reduce traffic congestion on the Jalandhar-Hoshiarpur route , improve road safety, and further improve connectivity between Punjab and Himachal Pradesh and Jammu and Kashmir. They expressed hope that the central ministry would prioritize this matter and take necessary action soon.
