HARYANA CHIEF SECRETARY MR. SANJEEV KAUSHAL SAID THAT FOLLOWING THE BLUEPRINT OF SIRSA FAST TRACK COURT

Chandigarh – November 14– Haryana Chief Secretary Mr. Sanjeev Kaushal said that following the blueprint of Sirsa fast track court, seven more fast-track courts have been notified in Fatehabad, Ambala, Hisar, Kaithal, Karnal, Kurukshetra, and Panipat. The state government is actively working to establish four more fast-track courts in Gurugram, Rohtak, Faridabad, and Yamunanagar. This strategic initiative aims to expedite legal proceedings in the state.

 

Legal and IT Consultancy to Bolster Anti-Drug Campaign

 

While presiding over the 6th State level Committee meeting of NARCO Coordination Centre, Mr. Kaushal said that legal and IT consultants will be appointed under the Haryana Police Act 2007. This move aims to expedite the anti-drug campaign, reinforcing the government’s commitment to combat substance abuse effectively.

 

HSNCB’s Vigorous Anti-Drug Campaign

 

The Haryana State Narcotics Control Bureau (HSNCB) has demonstrated unwavering commitment and effectiveness in combating drug-related offenses. As of the first week of November, a total of 3,306 cases have been registered, leading to the arrest of 4,452 individuals involved in these offenses. Notably, 290 of these cases fall under the category of commercial quantity (CQ), resulting in the arrest of 493 individuals. In a proactive move to deter habitual offenders, the HSNCB has detained 33 individuals for a year under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PIT-NDPS) Act in September 2023. To expedite the legal process for CQ cases, the reporting time for Forensic Science Laboratory (FSL) has been significantly reduced to 15 days. Additionally, the HSNCB achieved a major breakthrough with the seizure of a monumental 40 quintals of poppy husk, marking one of the largest-ever hauls facilitated through technological interventions, he added.

 

Expanding Cyclothon’s Impact: A Call to Every Corner

 

Building on the success of the state-level Cyclothon campaign, the Chief Secretary stressed the need to expand the Cyclothon campaign to all villages, blocks, and districts. He is also promoting e-sports in schools to educate students about the dangers of drugs.

 

Strengthening De-Addiction Centers: Comprehensive Health Facilities

 

Mr. Kaushal highlighted the need for Standard Operating Procedures to equip district de-addiction centers with necessary health facilities and staff training. Efforts also include the identification of drug addicts for admission to centers, providing health services, and extending support to their dependent families. The emphasis is on a comprehensive strategy involving medical professionals and psychiatrists to eradicate addiction from the state.

 

Stricter Control Over Intoxicating Medicines: Saathi Application Monitoring

 

Mr. Kaushal stressed the need of stringent control over the dispensing of intoxicating medicines, prohibiting medical stores from providing such medications without a doctor’s prescription. To enforce compliance, thorough monitoring will be conducted through the Saathi application.

 

Oversight and Accountability: Monitoring De-Addiction Centers

 

The Chief Secretary underscored the operation of de-addiction centers in 15 districts, emphasizing the importance of addressing license renewals. Proposing the authorization of gazetted officers for investigations aligning with the NDPS Act, Mr. Kaushal asked the officers to ensure robust legal measures and proposes rating centers based on health service quality, facilitated by a forthcoming portal.

 

Coordination at District Level: National Narcotics Coordination Committee

 

Mr. Kaushal emphasized to conduct regular meetings for the National Narcotics Coordination Committee at the district level. Advocating for monthly sessions ensures effective coordination, and to enhance oversight and accountability, he urges Deputy Commissioners and SDMs to conduct monthly monitoring of de-addiction centers. Timely reporting directives ensure valuable insights are readily available for analysis and decision-making.
